Foreign students will be able to work while studying in Russia

From August 5, 2020, Federal Law No. 16-FZ, backed by the Ministry of Science and Higher Education of Russia, “On Amending the Federal Law ‘On the Legal Status of Foreign Citizens in the Russian Federation’ in Terms of Simplifying the Job Placement Procedure in the Russian Federation for Students in Russian Professional Educational Organizations and Higher Educational Organizations of Foreign Citizens and Stateless Individuals” will enter into force.

Employers will be able to hire foreign students without a work permit or license who are studying on an intramural basis in colleges and universities under a core professional state-accredited educational program. Students will be able to work during any non-study time, including outside a constituent entity of the Russian Federation, on the territory where they are studying.

Prior to this law entering into force, foreign students only had the right to work without a work permit or license during term holidays in commercial companies or commercial partnerships set up by the educational organizations at which they were studying.

Now, in order to enter into an employment or civil law contract with an employer, they need only submit a certificate from the university (college) confirming that they are studying in Russia. This means that the employer will not need to obtain a permit to hire and use foreign workers. Upon receipt of education (completion of studies), the contract must be terminated.
